Function: wrapEmitterWithProfile()

wrapEmitterWithProfile(next, profile): (warning) => void

Wrap a downstream warning sink so every warning first passes through profile's tolerance transform. Returned unchanged (next) when profile is undefined, so the no-profile path pays nothing.
